Papers consist of Shulman's office files reflecting his work as a professor of sociology specializing in criminology, and as first Deputy Commissioner of Correction in New York City. Papers included correspondence, memoranda, committee reports, minutes, and miscellaneous printed materials relating to his work and research in the fields of juvenile delinquency, criminal justice, child labor, public assistance and works programs, and urban redevelopment. Of special interest are his activities related to City College's Institute for Community Research and Development, the Manhattanville-Hamilton Grange Conservation Project, and Manhattanville community affairs.
